Critical Infrastructure Program December update
Phase B Community and Stakeholder Engagement:
Thank you to everyone who participated in the consultations and drop in sessions at the Community Hall, held from Monday 2 December 2024 to Wednesday 4 December 2024.
- The consultations provided members of the community with an update on the technical studies undertaken since May 2024, in both the South Zone and North Zone. It was also an opportunity to view the master plan concept design options, speak with the Project Team and provide direct comments as part of the drop-in sessions.
- Artist impressions of the North Zone Cargo Laydown Facility and the Waste Management Facility were presented to community members and shown on the display boards.
- The consultations also provided the latest information about progress towards a new vessel and marine freight service. A copy of the new vessel concept design and 3-dimensional images were also found on the display boards.
- The Project Team are appreciative of the valuable feedback that was received on the master plan concept options during the drop-in sessions.
- We encourage all community members to provide any further feedback by 31 January 2025.

Project Progress includes:
- Master Planning & Authority Approvals - master plans and design concepts to be progressed with updates following community inputs on the North Zone Cargo Laydown Facility, Marine Infrastructure and Waste Management Facility. The Final Scoping Report for the Critical State Significant Infrastructure (CSSI) is now available on the NSW Major Projects Planning Portal.
- Waste Management Facility - concept design plan to be progressed based on review comments by the community and LHIB waste management team.
- Marine Infrastructure – engineering assessment of the Linkspan and upgrades to the existing jetty are in progress in the North Zone location.
- Replacement Vessel & Operations – The Request for Tender (RFT) tender and contract documents for New Marine Vessel (Package 1) are in progress to be finalised for tendering.
- Biosecurity Infrastructure - finalisation of Biosecurity Functional / Services Brief based on review comments by the community and LHIB biosecurity team.
Next steps the Program will focus on are:
- Planning Secretary’s environmental assessment requirements (SEARs) for the preparation of the EIS for the LHI CIP.
- Progress and finalise for state planning approval the North Zone marine infrastructure and cargo laydown facility.
- Progress and finalise for state planning approval the Waste Management Facility and remediation action plan approved by the EPA for the facility.
- Progress the Environmental Impact Statement Report for submission to the NSW Major Projects Planning Portal in early to mid-2025.
- The “What we Heard” Report from the December/January consultation period will be made available in February 2025.
